The option to wait in collective decisions and optimal majority rules∗

چکیده
We consider a model in which voters over time receive more information about their preferences concerning an irreversible social decision. Voters can either implement the project in the first period, or they can postpone the decision to the second period. We analyze the effects of different majority rules. Individual first period voting behavior may become “less conservative” under supermajority rules, and it is even possible that a project is implemented in the first period under a supermajority rule that would not be implemented under simple majority rule. We characterize the optimal majority rule, which is a supermajority rule. In contrast to individual investment problems, society may be better off if the option to postpone the decision did not exist. These results are qualitatively robust to natural generalizations of our model. JEL Classification Numbers: D72, D81.

Group decisions typically outperform individual decisions. But how do groups combine their individual decisions to reach their collective decisions? Previous studies conceptualize collective decision making using static combination rules, be it a majority-voting rule or a weighted-averaging rule. Unknown is whether groups adapt their combination rules to changing information environments. We im...
متن کاملAdversity magnifies the importance of social information in decision-making
Decision-making theories explain animal behaviour, including human behaviour, as a response to estimations about the environment. In the case of collective behaviour, they have given quantitative predictions of how animals follow the majority option. However, they have so far failed to explain that in some species and contexts social cohesion increases when conditions become more adverse (i.e. ...
متن کاملLogistics and pretreatment of forest biomass
In large regions of the world, biomass is a very important source of energy. The global bioenergy market based on forest biomass is growing rapidly. About 92 % of the bioenergy in Sweden comes from forests. Biomass from forests is not homogenous. The locations, transport distances, and transport methods, can differ very much and the industries that need biomass as input prefer raw materials wit...
متن کاملDeliberating Collective Decisions
We present a dynamic model of sequential information acquisition by a heterogeneous committee. At each date agents decide whether to vote to adopt one of two alternatives or continue to collect more information. The process stops when a qualified majority vote for an alternative. Three main insights emerge from our analysis and match an array of stylized facts on committee decision making. Firs...
